TUBITAK-EKUAL and the Anadolu University Library Consortium (ANKOS), of which our library is a member, have signed licensing agreements with some major publishers under the "Read & Publish" model. These agreements, known as transformative agreements, refer to a model that includes both database subscription fees and Article Processing Charges (APC). The Read & Publish Agreements provide authors with the opportunity to publish their accepted articles as open access without paying the Article Processing Charge or with a significant discount.

Through ANKOS Association and Ekual, under the Read and Publish agreement with publishers such as ACS, Cambridge, IOP, Oxford, Springer, and Wiley, you have the right to publish in free open access journals and in discounted prices for Sage journals.

To benefit from the agreements, the following conditions should be considered:

  • The corresponding author must be a member of Çağ University.
  • It should be checked whether the publication type is covered by the agreement for the specific database.
  • The process should be carried out with email addresses ending in @cag.edu.tr, and Çağ University must be selected as the institution.
  • The majority of open access publications are published under Creative Commons licenses. The appropriate license for the publication should be selected from the 6 types of this model.

  • Cambridge University Press Journals

You can publish your article open access (OA) for free in Gold Open Access and Hybrid journals.

To be eligible, articles must meet the following criteria:

Quota: There is no quota limitation on the number of articles to be published.

  • Sage

The SAGE Open Access (OA) journal package is offered with the special SAGE Choice package. This package covers 95% of SAGE journals.

For ANKOS member institutions with a SAGE subscription, the Article Processing Charge (APC) will be applied at a reduced rate of 200 GBP instead of the usual 3000-4000 GBP. This fee can be paid by the author, the institution, or another funding organization. SAGE offers alternative invoicing and payment methods to institutions and authors.

Authors from ANKOS SAGE member institutions will automatically be invoiced at the discounted rate when submitting their article.

Quota: There is no quota limitation on the number of articles to be published.

  • Springer

As part of the EKUAL (Electronic Resources National Academic License) Project managed by TÜBİTAK ULAKBİM, the access agreement for electronic journals published by Springer Nature has been converted to the "Read & Publish" model for the period of 2024-2026. This agreement includes an "annual OA article publishing quota."

Under this agreement, open access article publishing will be available in Springer Hybrid journals for the period of 2024-2026, according to the criteria determined by EKUAL. The agreement for 2025 became active as of January 1, 2025, and author submissions will be evaluated from this date onward.

To benefit from the agreement:

  • The researcher must be the corresponding author.

  • The eligible article types under the agreement include: Original Paper, Review Paper, and Continuing Education.

  • After the article is accepted for publication, the researcher must register themselves in the system during the author identification process. During this process, the researcher must be primarily affiliated with the selected institution.

Quota:
This agreement includes an "annual Turkey OA article publishing quota." According to the terms of the agreement, no "OA article quota allocation" will be made for institutions. The article of the author whose work is accepted in these journals will be queued according to the "first-come-first-served" rule, and if there is remaining quota for OA publishing, ULAKBİM will approve the article for OA publication.

ATTENTION!!: The 2024 quota has been exhausted. For 2025, the acceptance date of the article in hybrid journals is used. For example, if an article submitted in December 2024 continues its review process into 2025 and is accepted in 2025, it will be eligible to benefit from next year's quota. However, the situation is different for Gold Open Access journals. To benefit from the 2025 quota, the article must be submitted to the journal in 2025.

WILEY
As part of the EKUAL Project managed by TÜBİTAK ULAKBİM, access to Wiley journals has been provided since 2018. Between 2023 and 2025, Wiley journals will be offered under the "Read & Publish" model.

As the first national "Read & Publish" agreement in Turkey, this Wiley Open Access (OA) Agreement will continue to provide access to approximately 938 e-journals published by Wiley for all universities in Turkey.

Accepted Article Types: Research article, Review article, Data article, and Rapid publication.

Accepted Journal Types: Journals included in Web of Science – SCIE, SSCI, and AHCI subject classifications, specifically Q1 and Q2 journals (Hindawi Group journals are not included in this agreement).

Who can benefit from the agreement:
To benefit from the agreement, at least one of the authors of the article must be an active faculty member at an EKUAL member institution, university, or research and education hospital.

Quota:
This agreement includes an "annual OA article publishing quota." Based on the last five years of data, it is expected that the OA article quotas under this agreement will cover more than half of the Turkish-based Wiley publications. According to the terms of the agreement, no "OA article quota allocation" will be made for institutions. The article of the author whose work is accepted in these journals will be queued according to the "first-come-first-served" rule, and if there is remaining quota for OA publishing, ULAKBİM will approve the article for OA publication.
